Compared to the Taiyo (13pts) it has better AA, a worse Hull, and isn't slow. The SA suite on the Chiyoda isn't as good in my opinion despite the DECOY ability.
However compared to the 12pt cap 1 carriers, the Chiyoda has better Vital, AA, Mains, and comparable SAs.
Taking into consideration the other 13pt Cap1 carriers (USS Card, USS Guadalcanal), the Chiyoda has better Mains, AA, Vital, and comparable SAs.
Personally I would round it up to 13pts. Because with the DECOY ability you can save a much more expensive ship and keep it in the battle for a bit longer.
