So, what i noticed setting this up, was her biggest utility to the IJN was without aircraft. As part of A-Go, japanese airgroups were slaughtered for little gain. At leyte gulf she was used a decoy with other carriers.
So what i'm proposing is something like
Decoy: If no aircraft are based on this unit, then this unit has +1 to armour and anti-air attack rolls.
Indicative of less constraint and danger caused by air operations. Paired with fughter cover, it'd be a handy defensive utility unit.
It’s a big sacrifice for making the player abandon the one purpose for a carrier. And let’s be honest, 9 carrier vital is getting vitalled more often than not in 1943.
Armored Deck has +1 to both armor and vital armor.

I think synergy produced by the combination of Kamikaze Squadron with Decoy is great! Just a little tweak though.
The A6M2 Zero Kamikaze can base on this unit. You don't need to reference overstack as it refers to the landbase.
I'm iffy about giving another unit an ability. Better to boost its defensive stats in my mind
I have a proposition for the SAs (Sorry for the grammar. I don't know quite how the proposed new SA should be worded to reduce space used on the card, while remaining perfectly clear)
Fighter Cover 5 - (I know Zuiho already has it, but it really fits Chiyoda's role during Philippine Sea)
Decoy (new) Once per game, at the start of the turn, you may declare you are using Decoy. If you do, any aircraft your opponent placed outside of this unit's sector, while such is possible, will make -1 on all attacks during that air attack phase (-1 die for torpedo attacks).
This might actually make the ship highly valuable for a 1-cap. Since you stand a very good chance of losing an aircraft or two as the Japanese player. The "while such is possible" clause makes it so that in a very large game you can't simply turn off US aircraft for a turn, as long as he has enough to swarm Chiyoda.
Decoy- In the air attack phase. If no aircraft are based on this unit, any enemy bombers that are not local or adjacent to this unit have -1 on each attack die, or roll 1 fewer torpedoes.
