Cost wise, Looking at the stat line, it looks very similar to the 20 point Scheer. This unit has 5 armour, a flag, CTS, and 7 AA while the Scheer gets raider and a better secondary attack. I would say that the 7 aa and flag is powerful enough enough to make up for the extra secondary gunnery on the scheer. I would say that the 5 armour is worth at least a good point on its own, and finally, especially on a big panzerschiff like this, the CTS ability definitely adds a couple points so I would say all in all, probably about a 23 point ship in my opinion. 23 feels like enough of a price increase to keep the original panzerschiffe viable as but still be markedly cheaper than the next step up on the power spectrum, an Alaska. but again, these are just my opinions, I'd love to see what man you all come to!
I would say 21 feels too cheap to me, remember that while the rev has 7 armour and an extra hull point, it also has slow 2, weaker guns, weaker aa, weaker torpedoes, and no flag, So I think the two are closer in value than it first appears. Also, at only 21 points, this would be the only panzerschiff worth taking if it were available at only one point more than its competitors for such a huge upgrade from scheer, again, just my opinions, if you all feel strongly, go for 21
The comparison is against similar units- Italian armour 5 cruisers and German big gun cruisers. When I price units I work with same hull point units. If you want to compare hull 4 to 3 that is a different conversation because then vital comes into play.
The other thing is that its a cruiser to built to counter battleships. For which you'd use batlleships if you could. You dont get any value from the SA except in the black sea context unless arkangelsk, krondstat or the soyuz show up.
More seriously, working from Scheer's cost: Raider beats Chase the Salvoes (Chase the Salvoes is pretty niche, while Raider buffs two of Scheer's attacks), and the Scheer's secondaries also are worth about twice Elisabeta's. AA 7 and armour 5 begin to make up that difference, but they don't go all the way IMO (and based on Cpt. Hellcat's costing sheet, which has Scheer as 20.4 and Elisabeta at 21.3).
Working down from Oktobyrskaya Revolutsia: October's guns are about a point worse, but her armour is 6 points better, the difference in AA, Torps, and secondaries is not more than 2 points, and finally October has an extra HP, bringing Elisabeta to a net -4 or -3, depending on how you weight the Flag-rating.
So I would say 21 or 22 points, but 22 might be a bit high.
