There’s no reason why any carrier bomber would be cheaper than 8. If you cut the SAs off of the 9-point Swordfish it’s probably an 8 and this isn’t that.
I dont think the devestator or swordfish can be considered effective for cost though. Most of those aircraft have armour almost as high as swordfishes vital armour.
Catalina and Airone are outside considerations in terms of raw stats. PBY 7 points 3/5/1, tt1, asw 3, loiter, shadowing and alt-payload Airone 6 points 3/5/6 tt1 l, asw 2, loiter, alt payload 6 and asw pinpointer
Given you're paying for a carrier spot as well; loiter is a wash. alt-payload is same for all. A consolation torpedo attack and conditional carrier cap increase. So there is an arguement to be made for 7 with a single torpedo or 8 with torpedo 2.
Given this proposal hinges on the smaller squadron size, lesser cost, lower torp is okay by me

Loitering patrol bombers are not a 1:1 comparison here. You have to look at the lineage of carrier-capable torpedo bombers and build from there. 7 is too low.

Why?
1) It still has the 2d Attack at R0 2) You don't take damage out of phase if the unit is destroyed 3) The +1 armor helps against air and surface and it encourages you to use multiples instead of a mix of units (I like synergy with other units). 4) I'm assuming the cost will be 8, making it the cheapest torpedo carrier based bomber in the game. 5) It's a good attack craft in low point games that can be used in swarms... where you won't have a lot of the "Big Boys" on the map.
I agree you can't compare costs of a PB with a carrier bomber for several reason some were listed above.
Finally if we are all honest with ourselves, this would only be used in a early war game. In a strict RvB with no year limits game all versions will be overlooked for more powerful later year units.
