It’s a gameplay thing too. Some people use the Fighter Truck and just bring 3 fighters for aircover to protect a surface fleet. Some bring 3 bombers and rely on the land airbase for fighter escorts.
In a lower point total battle Avengers are handy. Torpedoes are a great equalizer, and they double for ASW. Again, whatever you have expert in is probably better. Nice to have a double carrier force so you can send a full set of 4 bombers or 3 with escort.
Saturation of the sea zone improves your chances of having a plane or two left after AA/fighters to get some hits.
I am wondering what is the real life ration during WWII of Fighters vs Dive Bomber or Torpedo Planes onboard an aircraft carrier. In WaS you need a CV that has at least four squadron: one fighter and three attack craft to take out an opponents CV or BB to be successful, even better would be to CV's Midway is the only CV that I can think of that carries four squadrons in the WaS game.

As i understand it. Carrier began with equal 1/3s of each aircraft type. Only late in the war did figher numbers shoot up at the expense of other types.
Thus i tend to think carrier cap is based on that and interaction with attack groups wasnt a big consideration
Depends on how many carriers you have. A pretty good combo that feels both realistic and competitive is an Essex class CV with an Independence class CVL, with 3 fighters between them and a combo of 3 Helldivers and Avengers that best match the SA's of those carriers.
Sadly, it isn't super possible to do a competitive build with only one fleet carrier.
