Hartmann's wolfpack, in 1940 the first attempt to utilize wolfpack was conducted under his at sea command. It was later recognised that ashore control was more practical.

Hunters seems like it might pop of only once or twice during a 100/200 point game (first turn, and maybe turn 4 or 5 after the number of ships has thinned out a bit), which makes it a little steep (paying for 4 subs + commander)

While it makes a neat commander it might be a tad overpowered. I might suggest removing at least one feature. Otherwise, he's going to be pretty expensive to attach to those 4 submarines.

I intended those are ideas to trigger discussion not a fleshed out proposal.
In that case I would favour unrestricted warfare: it lends the subs a strategic power rather than increasing their already significant tactical power. I think it will also increase the power of DDs and CAs/CLs (since you won't be able to bring a solo super BB against Germany).

Would actually make U-2511 cost effective. Elite crew and Unrestricted Warfare gives the sub an effective armor of 6 and it can hold a sea zone if it's unoccupied. It also has Dangerous Quarry so if it's adjacent to a objective it can move into the objective sea zone if attacked and missed (strong possibility).
Hard nut to crack even with an Avenger or even a good allied destroyer. Truly frightening combo.
