Something that allowed a destroyer-flagship to operate somewhat elusively would reflect LaTriomphants work in the pacific.
The cruiser flotilla works well for a fleet basis. Perhaps a stacking gunnery bonus abstracting directed fire as a flotilla.
Bonus SA could reasonably go along a landimg SA line. As in both commands landing are an element.
Edit: Zig Zag: If this unit is attached to a destroyer. And that destroyer is the only friendly ship in the sector, it has concealment.
Gunline: Until the end of this turn, friendly local and adjacent cruisers roll one additonal die when making main gunnery attacks against a ship the unit this commander is attached attacked this turn.
Close to Shore: At the end of the turn,if the unit is commander is attached too is adjacent an island on you opponents side of the map. Roll a die, on 5+ score 2 VPs.
I was thinking that the ability to both make attacks and use abilities to score victory points would be a good flagship bonus. Helpful because france has several VP abilities

Disarmed: Once per game when a friendly ship would be destroyed by a gunnery attack that exceeds its vital armour. Instead move that unit 1 sector away from the attacking unit. Until the end of the next turn that unit cannot move or attack.
Once per turn, the unit this commander is attached to, if it is adjacent to island or coastal sector on your opponent's side of the map, can use Landing Support. Immediately score 5 victory points.
The reason is that there are very few French units with landing abilities, and this would allow for any unit to be used and to score points fairly regularly. The number of points is meant to be enough to tip the scales in a 100 point game, but not too much to be broken. 5 seemed good to me, but I am not especially attached to it.

I may be misunderstanding this, but it is the case that a ship may use its landing ability after making attacks anyway? Since the points are scored at the end of the turn, while attacks are made during a different phase?
