Eh, Covert dash was specific to an event. I think i'd be better to extend close to shore to destroyers and add a flavour SA like evacuate to cover that part of the history.

Playtesting Now, Haven't had much chance to utilize his abilities. My feeling is he's likely to be taken for one ability only. Which is fine. He just sits in the lower level of commander value.
