Opinions. Of the team release cards. Can you build a even red blue force with appeal? Assuming its not aimed at historically minded. Needs to be 18 cards total for printing purposes.
The game is far enough from production and requires a big enough investment to get started that we need to do this now. In my ideal world we do this small set before and separate from the next deck. Depending on which historical battles the board chooses to highlight it may include some of the capitol ships already suggested for that deck.
It would include four complete balanced 100pt roughly historical fleets. US vs IJN carrier fleets from a battle like Coral Sea and a British vs Italian battleship fleet like from Cape Matapan. It would also have a neutral convoy ship so you can try either battle as a convoy battle. This would allow a new player to try all of the major battle types with the included cards.
We could also follow the tack of the publish starter set, and try and include one of each type of niche, maybe with a pre-set fleet or two? Then players would be able to feel out the fleet archetypes through playing.

I would love this. I'm new to the game and trying to get people into the game too. But with so many choices its analysis paralysis. I feel like a 100 and 200 point starter decks would be a good start. Maybe even provide a strategy cheat sheet on how to maximize the intended synergies.

Do a search under Virgilius on this board. There is a good document he put together on strategy with the different units. Good info to have.
The rough lists i put together had about 100points each. No point overdoing it though. Just a bit of everything as a taste and a even fight from the basic 9 card side. Doing multiple starters muddies the waters i think
Yamato versus Yorktown i think is a good place to start
