So lets break it down.
For the purposes of the poll
Historical Representation : Selection of units based upon unrepresented classes, completing class limits and obscure units without simple game value (ie those that require SA's to represent military value as they fall outside stat guidelines)
Game Considerations : Selection of units based upon, red/blue balance, rounding of nations, niches in nations capabilities.
So lets break it down.
