Multinational forces get -1 initiative. Also, with the exception of installations and the Norwegians, I am happy limiting this to WotC cards only, or playing with all team cards.

I regretted it a bit too when I saw the 1940 year limit-- I was going to try and make a negative initiative smoke fleet, but the Germans don't get smoke until 1942...
