Well, that seems to be right.
I'm not sure that this armament deserves an range 1 attack value of 8. The effect of the 7.7mm is not very high...
7/5/3 seems to be the better statline.
Comparing it with other planes, it seems to be right.

Turn 4 – similar to P-40 or Buffalo.
Roll 5 – Better than P-51 or F4F. May be a bit high? 4?
Climb 4 – much better than the Wildcat (the same engine!)?. May be its only the initial climbing rate? I think a 2 or 3 is better.
The plane didn't ever shot down any enemy planes, but was used as a light ground support plane. E.g. it used to drop smoke bombs.
Also, it ive readd that the olane had a bad high altitude performance, so this are my suggestions:
Average pilot.#
Smoke bombs - Once per game, this aircraft can smoke a ground target (if one exists in the scenario). To smoke a ground target, this aircraft must be not Evading and be at altitude 1 and the target must be at range 1.
If a ground target is smoked, any close support attack against this targets gains +5 VP.
Or, as a simple solution instead of smoke bombs:
Close Support 5.

I agree with your comments on attack value and other flight attributes which I've amended below.
In NDs stats, he listed the Spitfire with 2x 20mm and 2x .50in which was only fitted to an 'E' Type wing (Mk XIV).
The Bandits High MkIX are both 8/6/3, so they may be a little over-powered, considering the 'C' Type fitted to MkV to MkIX had 2x 20mm and 4x 7.7mm. The Boomerang is fitted the same as this.
Toyama put his Spitfire MkVIII ATK values at 7/5/3 which lines up nicely with your comments above.
The Boomerang was tested against the P-40E Kittyhawk and also P-39 Airacobra. While it faired reasonably against them in some aspects there was no standout feature for it to be recommended as a fighter by the test pilots in their report.
So with all that in mind, I think:
Speed – 2-3 / 4
Atk – 7/5/3
Armour 3
Vital 7
Hits 3
Turn 4
Roll 4
Climb 3
Dive 3
Average pilot.
Not sure what points all that would work out to.

Well, a plane that will shot down more enemy planes than its historic counterpart - but its okay for me
I think, this plane is around 30 points. Similar to the P-40 (between the Rookie with 25 pts. and the Veteran with 42 pts.).
