Isn't it 4's 5's count as single hits and 6's as doubles correct and 1,2,3 as misses right?
Check the Bandits High rule book, pages 18 and 19. Every die thrown is modified by a number of factors, including Attack Bonus/Penalty, Pilot Quality, Target Aspect, etc. This creates a Target Number. So, a better pilot, attacking a crippled aircraft, from 6 o'clock, diving on his target, the target number would be 1. The attacker would hit on 1, 2, 3, 4, 5 and 6, with natural 6s counting for two hits. But, if a crippled aircraft attacked its target from 10 o'clock at level flight, the target number would be 7 or more. In this case, a natural six still causes a hit, but only one hit.
