How did the powers that be come up with which pieces were commons, uncommons, and rares? Seeing the 1939-45 boosters opened with two big tanks in them is puzzling. T-34/76 is an uncommon? But later it’s a rare in Guards and commander formats. Sometimes a piece of artillery is a common and sometimes not?
In the Counter Offensive boosters I opened recently there’s a Marine amphibious vehicle that’s a rare but with barely any guns or armor. The only thing going for it is its large size.
I remember in the day, WotC said they lowered the T-34/76 to uncommon because of it lack of availability, it was a rare in set I. The Panzer Iv was uncommon as was the m4 But The t-34 was not.
The rest don't seem to have any rhyme or reason for their classification

I seem to recall on the old forum that someone said that WotC based common, uncommon & rare on the difficulty or level of the paintjob. Not sure how true this is/was but I do recall this question from the old forum & reading this was what WotC determined thngs by. Considering their lack of research at times for this game, I wouldn't be surprised.
I always sorta thought it was without a total pattern (the scale changes probably didn’t help), but there were SOME patterns, whether intentional or not. For example, I always gave the sales pitch on the game to new players by highlighting the fact that some of the best all-around and representative units in the game were the cheapest and easiest to acquire. Think Pz 4’s and Shermans; very cheap, very common on the real battlefields. The more niche obscure (from the US side of the puddle, at least) units were more expensive, regardless of actual game power (the 7tp sucks, but its rare, expensive, and I want one lol). So I felt like some of the rarity patterns were centered around ease of getting a workable starting force built, then fleshing out with rare/uncommon armor and support units, or to expand into earlier or later periods of the war. My 2 cents, gents.
How about the Bedford truck? It is a rare yet all other trucks and transport are uncommon. Or the Marmon Harrington A/C? Another rare where all other A/C's are uncommon.
