This is a custom card being designed for my Strike North Campaign Scenario which I will be GMing during the upcoming MaizeCon in Waterloo, IA happening in October 2018. I'm using Slovak Motorcycle Recon as starting point for my own version. Changed the name and flavor text. Otherwise it is the same.
Looking for feedback. What do you think? Is it balanced in terms of cost? Any concerns or questions?
High Gear 2 - If this unit makes its’ entire move along a road, it gets +2 speed.
Thin Wheels - This unit can’t cross streams or enter marsh except along a road.
Recon - While this unit has line of sight to an enemy unit, add +1 to your initiative rolls.
The Motorcycle Reconnaissance Unit (Zwiad Motocyklowy) of the Podhalanska Brigade was used for recon and as dispatch riders during the 1940 Norwegian Campaign.

Keep the Polish units coming!
I guess the question is how much is a CA of 4 worth? In other words, if you compare your Polish biker with the German BMW R75 from the Counter Offensive set, they're identical except that the Kraut version has that CA. That, and it's worth 6 points.
I would keep your unit at 4 points; but, if you do decide to increase it, I wouldn't go more than 5 points.

I don't think this Polish Motorcycle unit needs Close Assault 4. They won't be encountering any German vehicles in my Norway scenario. So I will keep it at cost of 4.
