My interpretation would be one per square because the islands aren't that large. It may also depend in how you and your opponent view as possible. Maybe a shore battery and an airstip can fit all on one square, or maybe the island isn't large enough for that. My go-to though would definitely be one per sector.

The stacking limit for installations is 1 per sector. If you're allowed to put an installation in a sea sector, it doesn't affect the stacking of anything else; you can have 2 ships, 1 submarine, 4 airplanes, and 1 installation.

[edit] The presence of a shore battery in a sea sector doesn't affect line of sight into, out of, or through that sector. If your only tool is a warhammer, every problem looks like a gnoll.
Two would have been good for mutual protection but I suppose shallow draft units can help a little. Units with guard ship or coastal deployment etc. also would have helped if they were allowed.

If the installation is on a small island, or a coastal sector, then this makes sense. If it's further inland however ...
