It's 25 for a 300 point fleet and 40 for a 500 point fleet... the rules don't specify a value for a 400 point fleet... I thought it was 35, but it's not listed.
I can use an alternate fleet I'd considered to drop the total units to 30 if you prefer.
What the book says, on page 40 under Major Engagement Scenario:
"Fleets: Agree on a point total for each side's fleet: 200, 300 or 500. Build a fleet totaling that number of points as described in the standard scenario. You may have up to 20 units in your fleet for a 200 point fleet, 25 for a 300 point fleet or 40 for a 500 point fleet."
So they don't really define 400 point games. There's a non-linear jump from 300 (25) to 500 (40) games. A midway point would be 33 units (7.5 rounded up added to the 25 limit of a 300 point game).
I have an alternate build that would fit within 30 units, but if you don't care, I can use either. Your call man!
