Best if Tigerman77 answer this one. I can't find the email of the pictures he sent but you could see a bit of the square decal piece.
I always coat my finished models in gloss clear for protection anyway. Then I give them two or three coats of flat clear. If I am using decals I will put them onto the gloss clear coat. Then put on the flat clear coats to get the flat sheen I like plus give more protection to the model and to the decals. The flat coats will also usually make any slight silvering that might remain go away as well.
Edit to add:
I just did a little checking to confirm this and yes, most sources agree decals must be applied to a glossy paint surface. Flat/matt paint has tiny pits (that scatter light to make it "matt") that allows air to get under the decal and "silver."
