One of seven New Orelean class. She earned 17 battlestars in ww2. She was at sea for gunnery practice during the attack on pearl harbour and was utilized in early patrol and raiding efforts in the early stages of the war. Screening USS Lexington until the carrier was sunk at the Battle of the Coral sea. She was also present at Midway.
In the battle of tassafaronga, she engaged and sank takanami with gunfire but not before the destroyer fire toroedoes which tore off her bow. Forced back to the US for significant repairs she returned to the fleet in 1943 and fought at a string of major actions there after. Including surface action with operation hailstone and the battle of suriago straight.

"As flagship of Task Force 67 (TF 67), she sortied on 29 November to intercept a Japanese destroyer force attempting to reinforce Guadalcanal."
Suggestions:
Torpedo Survivor - The first time a Torpedo attack would destroy this unit, this unit remains in play with 1 hull point instead of being destroyed.
Sustained Fire - This unit can make two Main Gunnery attacks against separate targets during your Surface Attack phase if at least one of the targets is a Destroyer.
I especially like Sustained Fire on US cruisers because they don't have a torpedo attack,
Other possibilities:
Bristling with Guns - This unit can make two secondary Gunnery attacks against separate targets during your Surface attack step
Destroyer Hunter - This unit rolls one extra die when making Gunnery attacks against enemy Destroyers.

Obviously a long time since they were done but I always thought it bizarre the forumini navies had a card for all the others in class and not this, if I remember rightly.
Some good suggestions, I like torpedo survivor & destroyer hunter. Or variations there of.

I just checked and we gave Torpedo Survivor to US cruisers in the last two decks. I suggest a variation more in line with Long Lance attacks.
Comb the Torpedoes - The first time this unit would be hit by a Torpedo attack from an enemy Ship, roll a die. On a 4 or higher the attack misses instead.

I'd honestly consider evade torpedoes. It gives the player with minneapolis the agency where after the hit SAs do not.
Needs something offensive though. How about something like,
Devestating Salvo- Once per game, when you damage an enemy ship with your main gunnery attack. You may use devestating salvo. If you do, you make a second main gunnery attack against that enemy ship. This second attack only scores hit on a 6
Evade Torpedoes - Once per game, when an enemy unit makes a Torpedo attack against this unit, roll a die. On a 3 or higher, the attack misses. This unit can't move during Sea Movement the turn after it uses this ability.
That's fine with me.
I think Sustained Fire is more reflective of it's successes against DDs. And is an existing SA. But Devastating Salvo isn't bad.

As a side note, just seen Tricki's reference to SWO's custom card for this and realized its the Vincennes that's always seemingly been overlooked.
