Or as as a fleet SA,
Mine Barrages- this fleet may place their minefields from the vessels they have in their fleet before the game starts on their side of the table and 1 objective. Once this is done those vessels can no longer place mines.

It’s not bad, but the romanians have no range 3 units so limits the effectiveness of that SA.

I reckon an appliable "uniquely tough" would be pretty desirable.

I think the Fleet SA needs a tweak. If it is only 1 mine prelaid then it should be a given that they can. Not a 50/50 chance of it happening, I have seen mines have a minimal real effect apart from psychological
