And the wording of Defensive Minefields. It says “this unit” that sort of suggests that the admiral needs to be on a minelayer instead of a destroyer. Should it say “choose a minelayer “ or even choose up to 3 minelayers?

Reaching the rank of second lieutenant in 1915. As adjutant to commander of the Romanian-Russian fleet on the Danube, he was given command of the the Principele Nicolae, a command ship. His distinguished service in world war one, enabled him to study further in France post war before returning to Romania in the late 1920s, he commanded a number of Romanian warship and held administrative and educational postings throughout the 1930s. By 1941 when Romania entered the war on the side of the Axis, he commanded the Romanian Destroyer squadron, and held staff position in the Romanian central command, and the German naval mission in Romania. The most significant operations that oversaw was the massive evacuations of Black Sea ports, as Soviet forces moved rapidly westwards in 1944. When Romania capitulated to soviet forces he negotiated the retreat of german naval forces to protect the people and infrastructure of Constansa and secured the German Tirpitz battery.
