Strength in Numbers - The Cruiser this Commander is attached to can make main its Main Gunnery attack against an enemy Battleship or Cruiser at the beginning of the Surface Attack phase. If it does, that ship can only target an undamaged Cruiser or Battleship with its Main Gunnery attack this turn, or if there isn’t one, the least-damaged Ship.
Enemy Ships can't attack local or adjacent Cruisers unless the Cruiser, this Commander is attached to, has been attacked at least once this attack phase.

Crippling Exchange: if the cruiser this Commander is attached to, damages an enemy ship with its main gunnery. That ship has the effects of being crippled until the end of next turn [the target isnt automatically reduced to 1 hull point]
