I say 17 or 18, if we're going off the other Clevelands. She doesn't have RDF but Finish him off is honestly almost equal, given that it also applies to the secondary battery. Near miss is probably more or less equal to flag 1 + heavy AA, although it's pretty big considering it's on a cruiser with ER4.
Again hard to get a grip on these costings just looking at Cleveland & Montpelier. Cleveland & Denver almost identical with two SAs but I would probably take improved radar over near miss. I can see probably a two point gap between Cleveland & Montpelier, what with 'that' heavy AA. So the costings are off anyway.
So Denver basically same as Cleveland but is Cleveland's cost correct?

I agree with 16 same as Cleveland. Same number of SAs, would just come down to player preference then. Cleveland just for me. Montpelier is always going to look attractive against them with heavy AA etc. at 17. Should be a two point gap or whatever.
