The value of each objective is calibrated by the size of the engagement (see major engagement scenario). In a 100 point game, each is objective is worth 50 points, and the first player to score 150 wins. In a 300 point game, each objective is worth 150 points, and the first player to score 450 points wins. I'm sorry you didn't understand this--it's a basic part of the rules, not that I like it (I'm not actually much of a fan of the objective mechanic).

Also, you don't reroll on a tie. The player with the ship possessing the highest flagship bonus automatically wins, and in this case that would be North Carolina.
