Standard prewar floatplane for the usn. Used throughout the war as it replacement was an utter failure. Rather famously attack a troop convoy with depth charges during Operation Torch while operating off of USS Augusta.

I've also been playing around with Italian Float-planes, and we could do some other abilities:
Recon v1: At the end of the Submarine Attack Step, if this unit is unaborted, choose a sector containing a friendly Cruiser or Battleship. Ships in that sector move last next turn, regardless of your initiative. or Recon v2: At the end of the Submarine Attack Step, if this unit is unaborted, you gain +1 initiative next turn.

I think this edging towards the standard for this type spotting etc. Can't think how you would get that unique depth charge attack in mentioned above! Also highlighting again we still missed doing Augusta this deck.

Air Rescue-The first time a friendy aircraft is destroyed. Score 3 victory points at the end of the turn You can only use Air Rescue once per game. Or ASW PINPOINTER: Ships roll one extra attack die when making ASW attacks against any Submarine this unit attacks this turn.
Instead of the air rescue, maybe modify Spotter to target Ships and Installations?? They were also used for shorter range recon, and would make sense...

Counter-Battery Spotter: Once per game, select a local or adjacent enemy installation. Friendly ships roll two extra attack against that installation, this turn.
