My ongoing concern is to maximise input from the board. Thats all that was intended
From what i read of this. Ark was operated as flagship of carriers in 1939-40. So including norway but nothing after italy joined the war. And was used as flagship by Admiral Sommerville on operation coat/operation crack in the med.
Operation Crack was a sub operation of the MB-8 Convoy operation. Admiral Sommerville commanded airstrikes against Italian airfields around Calagari. The Taranto Raid was part of the overarching operation.

SCOUT PLANES: At the beginning of your Air Attack phase, you may choose an enemy Ship. Roll one extra attack die when making Torpedo attacks against that Ship this turn.
Some rational: ++ Flag 2, which helps alot with winning initiative and thus giving you placement advantage. Currently only 3 aircraft carriers in the game have a flag of 2 (Akagi (27), Enterprise(25), Hancock(27)). ++ Scout Planes, this is better than Expert Torpedoes as it benefits *ANY* aircraft torpedo attacks targeting a specific ship... including Patrol Bombers and Land-Based Aircraft. + Replenish Aircraft, gives you a chance to keep an aircraft in the game and maintain a possible placement advantage. Your opponent still scores the points though. - No Expert abilities, this is rare on a Fleet carrier, but I think the Scout Planes more than make up for it. - The original Ark Royal with same stats and ED and ET is 22
Considering everything, I'd round it down to 25. (Putting it at the same cost as Enterprise, Indefatigable, Implacable, and Kaiho.
