Instead of switching to the Southampton (which I'm not entirely opposed to), why not go with the HMS Gloucester and stay with the same subclass of Town Cruisers? We have the Southampton class already represented with the Sheffield, while the Gloucester class is not yet represented.
The Gloucester was referred to as the "Fighting G" and earned 5 battle stars in just one year.

Reviewing this and Desperate AA(sinking) and Harrassing Fire 4(Matapan) would have made a lovely card

Everytime we change the list from here on out I have to renumber and re-post cards which does take some time depending on where the disruption occurred. It's not a problem for this one yet, but just saying.

The 2/1/1 torpedo line on both of them hurts a little.
I would even say give it Damage Control to make it worth the 13 points.
Damage Control - At the end of each turn, you may roll a die. On a 5 or higher, remove 1 point of hull damage from this unit. You may remove only 1 point of hull damage per game with this ability.
HF & D. AA can be pretty solid. Desperate AA is strong with obviously the extra two dice taking it to nine. Comes back to the base AA being too strong for the early war period and will likely blow a lot of the earlier planes out the sky. A one bump dice would have softened that a bit. The HF will be effective if used repeatedly, especially against the thin skinned Italian stuff.
As it is, I see it at 13.5. Its a bit stronger than Sheffield and if the AA boost had been just a single dice, I would have said 13. As it is, its somewhere in between 13/14. At 13 you would take it over Sheffield but then 14 is obviously going the other way.

Mnnorthstars would have to do the probabilities statistic. I suspect the Range 4 attack with only Six's counting is a pretty poor attack. It also cannot attack destroyers so you have a weak attack that can only be used on heavier ships. That is an SA usually used for Heavy Cruisers rather than light cruisers. It also only has a 2/1/1 torpedo line which is also a below average attack line.
I know we got into a discussion on earlier decks over whether AA Veteran or Desperate AA was better. I think Mnn showed (counter-intuitively) that AA Veteran was the better attack option. So I can go either way because I don't think it makes much difference.
Even so I think it is a solid 13 compared to Sheffield's 12. 14 would be too high.
We can not do Damage Control if you think it is too much.
In most cases I would still take Sheffield over this one. Base stats are the same but I think the SAs are better on Sheffield and at 12 points.
