It’s probably the same as Sheffield. You can also do the comp as Jamaica with -1 torpedo at range 1; no Chase, and no Cruiser Hunter. I’d give that up for 3 points.
Its an unfair statement to say a liability in a smoke build. If your going smoke, you avoid initative bonus ships. Its situational, if you want a cheap init boost, it provides it. That is its niche.
