Roll for setup, low roll chooses German, Italian, or Japanese and gets 60 points to spend on a fleet that can’t include cruisers or capital ships. Then he chooses any four neutral installations but only one can be the HSB. Germans can also choose any German or Norwegian installation.
If the Axis player chooses Italian, the Allied player brings UK/Commonwealth. If chooses any other faction, the Allied player brings up to 100 points of US units in a 200-point fleet. Units with a landing-style victory point SA cost 50% of the carded cost. Allied player can bring any number of T1 Landing Ships up to the 20-unit cap at no cost.
The Axis player wins if he earns 80 victory points. The Allied player wins if he destroys all four free installations or earns 40 victory points from SAs.
The map is open ocean except the last row of the Axis side, which is all land. The Axis player can choose to place one island before setup.
