I think the AA boardgame isnt really suited to a was based game because lots ipus are based on landlocked territory
Risk on the otherhand is a straight territory to production calculation and the land territories can become sea territories easy enough. Armies become fleets of 100 ect.
I like that kind of Campaign style as well (and continue to lament that I was too young and poor to participate in the '08 Axis and Allies campaign WotC did back in the day). I think a Risk Style production line may work, but there's always the issue of scaling since Risk tends to generate big armies really quickly.

Had a leak in my fridge and the old A & A board game was just below it down stairs. Lasted 30 years but aside from the plastic units its toast. Hoping to have a weekend to do the tabletop version my buddy won at Gencon a couple years ago.
I've always wanted to find a way to combine the different miniature games into a campaign style game, but haven't had someone else interested enough to figure out rules for it. I feel like pairing with RISK would be a good idea, it'd just be a matter of converting different territory values to Axis & Allies mini values.
I'm working on this with WAS and AA minis for the HBG global war 1936 map. Play global war as usual except battles on the board are resolved using WAS or AA minis. We have been hammering out cost conversions from board IPP's into WAS points.
I feel like a WAS-A&A Guadalcanal cross might be a nice idea, don't have a copy of that game at the moment though. Might play like War on the Sea. (Also a perfect excuse to remake the slot in WAS scale)
Edit: just looked up A&A Guadalcanal on Ebay and would just like to say that its price is absolutely ridiculous.

I'm actually working on this (very slowly). I have most of the mechanics and cost conversions worked out. All naval units are unique and limited by class and historical date of availability. I'm still working on commanders and some other details, but the major elements have been mapped out.

They did two- first one was around the time W@S Base set released, which was a global campaign with European and Pacific theatres. The second one they did was after Task Force and A&A Guadalcanal released which was solely focused on Guadalcanal
