I think it'd be difficult to agree on such a theshold.
For me, if i can see a reasonable effort for a navy. Either laying of a keel, placong a order with shipyard. Aquiring or building appropriate infrastructure.
Within the bounds of existing cards probably also includes the commissioning of the vanguard as a close off

Did these apply to the Montana? As far as I know none of these did. If not then RB set that threshold.
Ive begun approaching people to join the development team.
We need a team name. An sea-god as yet unused.
Team Haik?
The god of the sea who protects travelers from tempests and storms. From Filipino mythology is one I suggest
Ill bounce it off the team.
So i updated this thread so it acts a general discussion thread for the project. For chat, ideas, advocating for units or generally getting my attention for team/deck questions.
In terms of the proposal thread, if we could keep chatter out of it. That'll may my job easier. I plan to leave nominations open until the end of this month. Have a deck proposal for you before the holidays and start card development asap after that proposal get endorsed.
On card development. The hope is to have 1 card proposal for each faction finish each week and a new unit provided at that point. Given a 4 week cycle, potentially 12 (4 allied, axis and neutral) cards may be in the pipeline at any given time. Ideally anyway.
I noticed a member mentioned about a japanese mtb potentially being ineligible. My response is that on speed alone, i wouldnt advocate for the team to disallow that unit.
