The lines are decals! I ordered a custom set of solid and dashed white line decals from Miscellaneous Miniatures at 0.4mm in width. I find decals far easier to work with than masking or free handing.
I see you persevered with the hull camo on the Victory at Sea minis. I am not too keen on painting the miniatures I received with Victory at Sea because painting the hulls looks like a royal pain in the neck to me. I generally mask some of the straight lines on the camouflage schemes and that looks impossible with the ocean in the way.

It's definitely a pain in the aft end, for sure! Best technique I've found is to get the ship done, and then go back and CAREFULLY paint the base. The way Warlord have it set up, there is a bit of a "trough" in the water effects all the way around the ship, which makes a nice settling place for a blue wash/glaze to to help hide any minor mistakes. I did all the camo free-hand; due to the flight deck overhangs, it would have been very difficult to do a masking job for the pattern on the Essex.
