My personal preference for this would be 1939 US Curtiss Hawk with a SA like Widely Exported: This unit is exempt from historical restrictions and can be used in any fleet.

I'd second the hawk. I'd like to see a couple neutral units like the hawk, a catalina, 4 stack destroyer, etc. Craft that saw service pretty extensively that can save some slots on minor nation cards.
I would second a Dale class oiler. Bishopdale could be interesting, since she also spotted a German surface raider and directed British cruisers to sink it.

I wouldnt support neutral cards myself. Id make an exception for the merchant ship in the rule book.
For the multinational units, a SA like i proposed "widely exported" should cover the bases. But not something you'd be using on lots of cards at once. Possibly the martin 160, vosper mtbs, flower class corvettes. The list that justifiably can pop up in any theatre isnt huge.
The He111 could work as a export bomber, it was used by germany(baltic/atlantic) obviously, but also in china versus the japanese (pacific), spanish civil war(med), romania (black sea)

In this exercise, a unit must be proposed with, nation, niche and then be seconded by another member. Niches can't be duplicated in a given navy. Though some will overlap. Most decks i have participated in have aimed to have a rough sense of balance. If one side has a ship type. The other in the red/blue dynamic does too.

Nah, ann was a thai army bomber. Liore was the standard french flying boat on cruisers
