I like the idea of sliding a nominal german cruiser to romania. Being a romanian cruiser is its thing, where as a german cruiser has to squeeze in amongst the other german cards
Same could be said for the hypothetical ex HMS Vellum and Vittoria that the finns hoped to raise and refit.

Fantasy Most realistic, a rebuilt Frunze as a battlecruiser. Frunze was the 4th Gangut that was burned out by fire in the 1920's, Red Navy always had plans to have it rebuilt or repurposed as a Battle Cruiser or Carrier. Most needed, a 50-60 point battleship. That is the largest hole in the Soviet fleet. Either the Italian UP-40 design that was sold the Soviets similar the Marcantonio Colonna, A early Soyuz Design Type A, or a one of the 1916 16" gun ships designed by the Russian Navy. Most interesting. The 240mm guned Cruiser x design.

I second most of this, but i have some questions why Ocean, why not HMAS Sydney III ? HMAS K-9 was commissioned why not her, The O subs were returned with The seaplane carrier weren't they? the neutral steamer is a must in my mind.
Ocean was the ship discussed by australian cabinet in 1944/45. And deliverable in that time frame. Sydney iii wasnt purchased until 1947 and took a year to arrive.
O-Class were designed for RAN, to australian conditions. K-9 wasnt fit for combat so both are 'hypotheticals' but at least Otway was what RAN planned for. If its more palettable, oxleys wartime career was 9 days before she sunk by friendly fire.

I have never read that about Ocean. K-9 spent 31 days at sea with an Aussie crew until damaged by the mini sub attack on Sydney Harbour. I am awarenof the O subs, i could swear they here handed back in the 20s.
