For the "major navies" i'd suggest moving more towards the support vessels.
I was looking through my books (what few I have) and for Germany I'd go with
Another Atlantic Wall unit Sub tender Fleet tender Fighter director 1940 type destroyer Merchant cruiser
Then, if holes still need filling, a sub and a couple planes if you can find some.
There is nothing left for Italy.
If we're looking at including "what if they weren't scrapped in the 20s" or fantasy ships that never even made it past the idea stage, that's too far if you ask me.
I disagree. The focus of the game is a naval skirmish, for immediate sea control. As represented by objectives. Naval auxilaries are, for the, most part, not intended in that role. What we end up when we try to shoehorn them in is convoluted sa chains to represent thing that have nothing to do with sea control. An example per set i could digest. Focusing on them.i could not
On some interesting (in my opinion) takes, there might be some viable wiggle room for units when you consider different refits and operational years.
For example, an IJN Mikuma with the 15 x 155mm guns versus the 8 x 203mm guns would fit the bill as a light cruiser as well as an AA cruiser as they were dual purpose guns, and she still had a secondary battery and an AA battery on top of that. Also as it would be the original fitting out it would have an earlier year on the card versus the post-refit.
You can take this into account with the USS Phelps as well, we’ve got an early example Phelps but there’s the 1944 refit with the same gun turrets as the Allen M. Sumner class and one fletcher class gun, plus more AA armament and less torpedoes.
Not that every nation has every option but if we’re looking to keep units from the big navies in a deck there are feasible options.
Also my personal crush on USS Drum or USS Tang for subs because both had extremely successful wartime patrols.
Going a little deeper you also have proposed refits and what-ifs that could be something to consider such as the up-gunned Gneisenau similar to the Scharnharst, or that one of the turrets was a shore battery as an installation card. We already have the FDG and Moltke so it’s not like these projects wouldn’t have a place. Or even an 18-inch version of the Montana.
Getting into installations, there is a lot of meat on the bone there too such as Wake Island’s 5-inch battery which did heavy damage to DDs and Landing Ships when Wake was attacked. Or also Japanese gun emplacements on Mt. Suribachi. While these are unique in the regard that they were only used in one place, so was the Atlantik Wall emplacements that Germany has, and it does give more nations dedicated installations.

One could make a whole card set of just Japanese, USA and UK ships and still have lots of juicy options left. The problem is that all the other navies are left with light cruisers and smaller for their choices.
Those navies have fans, and the idea of the decks is try and have something for everyone. Saying they have nothing left at a conways interpretation might work for some but not for all
Have run out of Z - Plan ships yet? Anyway, we should investigate the “planned options” for minors. I am not a fan but when you play against a German fleet 50% of the time they are fielding 1 or more planned.even Thailand has a planned ship. New nations could include Manchuria, Iran and India. All destroyer nations at best. I would like to see a generic freighter vessel.

And fill out nations with “important” ships I.e flag, nationally important, game play importance.
The problem is that we can’t make a traditional “Teams” card set with what we have left. We have had about 107 rares across 5 sets, or 21 per set. If we go down to 18 rares that would be the fewest by quite a bit. 8 Axis and 10 Allied rares, what would that look like?
