I agree with Ticat, Germany and Italy should be reduced. And please not another Operational Scharnhorst. Could we put two submarines of the same type in the deck? Like how there was two Tribal Class destroyers in Task Force. I could use some reprints
Japan still has plenty of destroyer and other escort classes needed. Are there any Cruisers left to include? Agano Class off the top of my head
I also voted for Greece, Netherlands, Finland and Poland. Their groups are growing and growing.

To be honest if theres a push to dump a major from a deck id fight it tooth and nail. Decks are meant to have something for everyone. Move a slot sideways here or there yes. Especially for axis minors, sure.
For the "major navies" i'd suggest moving more towards the support vessels.
I was looking through my books (what few I have) and for Germany I'd go with
Another Atlantic Wall unit Sub tender Fleet tender Fighter director 1940 type destroyer Merchant cruiser
Then, if holes still need filling, a sub and a couple planes if you can find some.
There is nothing left for Italy.
If we're looking at including "what if they weren't scrapped in the 20s" or fantasy ships that never even made it past the idea stage, that's too far if you ask me.
