Sorry for the multiple questions in one thread; there are a surprising number of ambiguities in the rules that arise as you play.
1. If we're not using the advanced rules on Strafing, can a fighter who shoots in the Air Defense phase also use a gunnery or torpedo attack in the Air Attack phase? Also, does the Strafing rule apply only to gunnery, not torpedo attacks?
2. Risky Attack SA says that it lowers "armor" by 1 through the next turn. There are other SAs that affect "armor" plus or minus, but do not mention vital armor. Do they all also carry + or - to vital armor, or just regular armor?
3. The High Speed Run ability (eg, on the Gromkiy) says "You can't claim an objective the turn you use this ability." Does that mean the whole fleet is barred from claiming an objective, not just that ship?
4. Torpedo boats can enter island sectors. Most ships cannot. Can airplanes?
5. Several ships have "victory points" abilities. That applies literally - say, 4 points counts towards the winning 150? Are victory points doubled or tripled in 200 or 300 point games?

1. This is addressed on page 1 of the clarifications document. 2. Armor is what those SAs address. Vital armor is specifically mentioned if it is affected, like on p. 34 dealing with the effects of Crippled. Fighter-Bomber is another example calling out vital. 3. Both instances of “you” actually mean “this ship” according to p. 3 of the clarifications. 4. Page 60 of the rulebook only excludes ships and submarines from islands. Installations and aircraft have free access. 5. The only differences between the rulebook game and higher-point games are outlined on page 40 of the rulebook.
Yes, it’s 2 damage down to 1 for a normal torpedo, or the bonus and penalty cancel out on a Long Lance Torpedo to deal 2 damage. It takes 3 Long Lances to sink a battleship or 5 to sink it with normal torpedoes.
