The Washington Naval Treaty allowed unlimited numbers of coastal submarines under 600 tons displacement. Antiope was one of nine Diane-class submarines built in a rivalry between France and Italy. She was sent to Harwich in March 1940 to help the British patrol the North Sea. She misidentified her sister submarine La Sybille for a U-boat and fired three torpedoes at her that fortunately missed. When the Allies attacked Casablanca as part of Operation Torch, Antiope sortied to attack the invasion fleet. After attempting an attack on the cruiser USS Tuscaloosa, Antiope withdrew and eventually joined the Allies.
