D9 its ok, the wall is between both hexes. About the sniper, the text say only in the assault phase, but its logical wait a phase to scale the ladder....same for water tower. If you prefer only assault phase.....
Rules say assault phase, You get a free LOS advantage to see over the Refinery edges, with no way for me to fire back unless I'm right below you. In the water tower, you can enter and exit anytime.

Have sense?, that is what the rules say, no different than the jungle terrain where you have to wait a movement phase to get through during the assault phase, not vice versa.

Ask who, I'm asking you what we want to do, either way works for me, if we can see each other I will assault, if we can't we will not.
I'm confused about the new terrain, Jungle, as introduced on the back of the "North Africa 1940-1943 Map Guide."
For Soldiers:

If the Soldier is entering during the assault phase, then the "can only move 1 hex" seems redundant, especially since the "Tally-Ho!" ability (allowing a 2-hex move) only applies during the movement phase.
1) Does this mean that a Soldier enters during the assault phase and then can't move again, ever?
2) Or, the "can only move 1 hex" is indeed redundant.
For Vehicles:

3) Can a Vehicle enter, but not traverse a Jungle hex? And therefore, it could only back out the way it came.
4) Or can a Vehicle deploy into an "Impassible" hex, have cover, but not ever move?
5) Or, it's a typo, and the "On a roll of 5+" instead applies to the "Brush" terrain above it in the table.

Can only move 1 hex in the TURN they enter this terrain. So next turn they can enter another hex.
My question is: Concealed Forward Observer: This unit can't move during your assault phase. So this unit can never enter a Jungle hex?
As far as the vehicle question, I thought I was told once that a unit can deploy in a hex they can not normally enter, but the rule book states that :
"You can deploy your units in difficult terrain, but you may not deploy units in hexes that they can't enter, such as Vehicles in marsh hexes.:

The limitation applies to the entire turn, which includes the movement phase. If a soldier moved during the movement phase, then he can't enter jungle in the assault phase. Entering a jungle hex consumes the soldier's whole turn, but you don't actually do it until the assault phase.

Jungle is impassable to vehicles. They can't set up in it or enter it during the game, unless they're on a road. I don't have the maps in front of me, so I can't check whether any jungle hexes have roads, but if any do (now or in the future), then a vehicle could enter on that road and would be able to get cover from the surrounding jungle.
Having noted that, however, I'll add that the chart contains several errors. Here's a corrected version.
Crossing Jungle hex seems different than scale a ladder in a 10m map. Jungle waste entire turn.
But HBF did the same that Wizards of the Coast (jungle hex)
Hey you do want you want if you think missing a movement turn and missing an assault phase is the same, climb on up the ladder during the movement phase and assault. Don't really care either way.
All that I will be said is the rules mention it that way for a reason.
