I am also going to try and play around with the scenario a little; I think I played too aggressively in the beginning, and that one scenario where I lost both minelayers to mines was not helpful.

Historically, the Basque Auxiliary Navy was neutralized in short order. The forces deployed in the north were then redeployed to the much more competitive Mediterranean theater.
I designed the scenario so that the Basque trawlers could close to range 1 of the destroyer on turn 3, hopefully score a hit with superior numbers, force the destroyer to withdraw, and then if there were an undamaged trawler it could try to minesweep. And if you could do it multiple games, especially early, then you can win the scenario by making the Republicans use so much time and so many resources to put away the threat of the Allies in the Bay of Biscay.
