A way I have treated repairs (when doing a kind of many campaign, basically A&A with W@S for the naval battles), was just spending points to repair damage, though their could also be a drydock system which has the capacity to repair a certain number of hull points per turn, with players choosing how to allocate those points.
Book keeping is an important consideration; I happen to enjoy it when it is spread out over a number of battles ;-)

I do repairs by points=armour. And only 1 hull point per ship can be repaired per round
Well, I’m not closing the doors on enrollment but we certainly have as good a turnout as I could have hoped. If people want to join in even after we start, I’m cool with that. Here is the roster. I put some notes since some of you probably don’t know each other, certainly not like I do. We have an exciting mix of the old salts and some new players who just signed up for the forumini in summer.
Oaklander - We’ve actually managed to pull of some trades in real life, Brigs, he’s in your neighborhood. Theaetetus - Smart player who’s got some good ideas for this event too. Scheerluck - Seems like you learned to play on the forum, which is really cool. Flakstruk - Aussie who’s been on here forever, Vive la France! Iowaforever - Have I even won a game against you? Au64 - We’ve met in real life, both at Gen Con and at my local game club. He enjoys driving all day to get his WaS fix. Brigman - Mister Custom Card himself, definitely has a soft spot for the IJN. Squint181 - The one-man cheerleading squad for the Red Navy, also a whiz when it comes to designing 3D prints.
And hopefully more to come.
I have two surveys still out and I would like to get them in before we determine teams. If either of them have a preference of Axis or Allies I will place them, and anyone who doesn’t care which side I will roll dice for. That’s the next step and then we need to set up two different PM chains per each side, one with each member of that faction and one with those players and me. The busy one will be your chain where you talk about goals and strategy and make decisions together, and then I can communicate confidential game information with you by the other one. After a few setup and housekeeping things we’ll get games going right away. I want to keep you busy!

To answer your question: yes, you clobbered me in the fleet exchange game we played last month. And then there was that time I played France and my rolling was so bad I scored a net total of 0 points.

The man who gets beat down isn't the loser. The guy who can't tough it out to the end, he's the one who loses.
Another thought on this: Make repairing damage easier (it still costs!) than making new ships. Ships that are sunk, should NOT come back, I agree. Also, the more (by percentage?) a ship is damaged, the harder and more expensive it is to fix. It also takes longer.
Maybe something like: Each damage points repair costs one point from next battle's maximum points, AND if a ship was at one health point, she needs to be repaired at double the cost for each damage point.
This would motivate people to do less "suicide attacks" and be less eager to take damage, changing how fights go. It's just a thought.
What I am going for is your faction divvies up ships, submarines, and aircraft and the ones that are in position to fight are able to do so. You choose the task forces and try to force the opponents into fighting on your terms. But does that leave you weaker in another place...?
You can include me. I have actually been toying with a similar idea. Have 2 USN players pacific and Atlantic. 2 IJN north and South 2 UK Indian /pac Med. and Atlantic 2 German. A Romanian/ Turkish + 2 star players from Italy A Finnish/Swede fleet with star players from Germany A Aussie/NZ fleet with stars from USN Canadian/ Brazil with USN/ UK stars Norway/ Polandwith UK stars Thai/Spain with Japanese stars.
