The attack on the ground target occurs after you move, in place of your normal attack. After your move is completed, you must be at Altitude 1, Range 1 from the target and not evading. The hit itself is automatic assuming you've achieved that position.

You need to be at range 1 from the ground target to fire at it. I have that move placing the Sturm right on top of it (range 0). You do have a way to move only one hex by executing a Scissors (Turn manuever check), which basically allows you stay in your hex rather than moving forward. That would be: Attempt Scissors, on a success, stay in hex for a move, then ahead 1, turn right.
