Our group uses the below house rules in addition to to the scenario rules that have been published on this forum. Say each player gets 150 pts, (say year 1941), they roll 2d6, lets say they roll a 7, check the below chart then they must filed a Carrier Task Group, any points left over can be used for what ever units they want. With multiple players you can have a diverse make up of a fleet battle.

10 Fleet Escort Group 1 - 2 Lt CV (max 2 A/C capability per CV), 1 CA, 2 DD, 1 PB
11 - 12 Bomber Wing 3 PB, 1 Ftr
