Giuseppe Miraglia could carry some 17 seaplanes (originally Macchi M.18, later IMAM Ro.43), and was equipped with two catapults. Seaplanes could be retrieved by means of large doors and cranes at the sides of the hangar.
In looking at the card for this ship it does not mention being able to launch A/C. It would seem that the card should have at least 1 A/C symbol on it. HMS ARGUS CARRIED 18 A/C. It would make it worth taking... Not just a once per game sort of thing.
Anytime a ship carries less than 25 aircraft there is a raging debate over whether it should have a Cap 1 or a "ghost plane" SA. Personally, I think over about 15 is fine for a Cap 1, but others disagree. So we have a mixture depending on which camp won the vote for a particular card.
I will say that generally speaking a tender (even with catapults) cannot launch and recover a full flight of aircraft in anywhere near the speed of a true carrier. I would probably not go to true "Cap 1" on any type of tender. That's just me though.
Plus, seaplanes generally already have Loiter or Sea Basing so the carrier is unnecessary for every turn deployment. A "cap" would just increase the number of aircraft mini's you could use, but only for Loiter aircraft, not Sea Basing. Personally, I think floatplanes like the Ro.43 should automatically get Sea Basing. But others disagree with that too.

I don’t have a problem with Miraglia. What does an airplane shadow do on a card?
1. It gives one aircraft one fewer rearming marker at the end of the turn. 2. It adds one to your capacity to fly planes per turn.
Seaplane Basing basically does that because for #1 you have to have a Loiter plane and #2 is in the special ability. Then you also have Replenish which is nice when you have Corsairs knocking down your 1942 aircraft.
