I have as spreadsheet that calculates costs. There is some art to it, especially with SA costing. But the main stats all trace back to fixed values. I find it makes costing much more consistent. If calculated costs are different than official costs I'll usually adjust to balance things out. If I can attach the file here, I will. If I'm not able, send a PM and I can e-mail the file.

Well for costing skills you do have to estimate their impact on the metagame then their cost a negative capacity would give you a -0.5 to -1pt a minor capacity a 0.25 to 0.5pt a major capacity a 1 to 2pts
For rounding unit cost up or down it will depend of usefullness of the unit and the other units already present.
For the basic cost, well it's bit more complex that's why the teams exist ^^
Here's a way of getting a basic cost but that's not the only way (and certainly not the fastest...) Look for official units with the same stats or the nearest stats (AR, VA, H, Gun..., but not the capacities) Remove the capacities costs from these units and add their new base costs together. Then divide by units number, you will get an average base cost for the unit you create. Add the capacities cost to your unit and then round the cost to the nearest full up or down.

A friend wants to use the rules for a historical-ish RPG’s fleet battles, and since I have 2+ of almost every unit made for W@S (and way more than I should for too many), we thought it would be nice to create basic stats for SA free units... plus we want to roll some pre-dreadnaughts and WW1 stuff in too. Obviously some Great War ships are in the game... but a point matrix would help with any new player developed units.

IMO you can stuff some pre-dreadnaughts in but not all WWI stuff. Should you use the same matrix, the technology gap between WWI and WWII would (I fear) get most early WWI units in a too few stats profiles for diversification.
If you want to get a WWI game and give it range, it would be better to develop a new competences and stats matrix based on what was available between 1900 and 1918.
