Ok so I found out that the stacking limit per hex is 3, not two as the 2007 rulebook says. What's the most up to date rulebook?
The "Expanded" Rules are the newest and the most comprehensive. They introduce concepts like, Overwatch, enfilade fire, grazing fire, 3 per hex stacking and lethal defensive fire. The 3 per hex stacking change came when the trucks with ability to carry two units were introduced....the only way to unload a truck was to have the extra slot.
I found the expanded rules. I have a copy, but it still says that the stacking limit is 2. I'm in no way doubting, but would just like to know where it comes from. Sounds like it changed with North Africa?

All of the following clarifications, additions, and modifications apply to the revised stat cards and to the Advanced and Expanded rules
Stacking (The following Stacking rule supersedes the entire Stacking section of the Advanced (pg. 13) and Expanded (pg. 18) Rules books.) "Stacking" refers to the number of units in a hex. The stacking limit applies at all times, except as noted below. Stacking with Friendly Units: Three of your units can occupy a single hex. Only one of them can be a vehicle. Stacking with Enemy Units: A hex can contain up to three units of each army. Only one of those six units can be a vehicle. Aircraft and Obstacle Stacking: Aircraft and obstacles don't count toward the normal stacking limit, but only one aircraft and one obstacle can occupy a hex. Aircraft and obstacles never affect, and are never affected by, the stacking of soldiers and vehicles in the same hex. Stacking While Moving: During your movement and assault phases, you can exceed your stacking limit by one soldier or vehicle per hex, but never more. At the end of your portion of the phase, after movement and unit placement are finished, all hexes should be within your stacking limit. Units in overstacked hexes are penalized (see below). Penalty for Overstacking: If a hex exceeds your stacking limit at the end of your portion of the movement or assault phase, after all movement and unit placement are finished, then your opponent places one face-down hit counter on one of your soldiers or vehicles in that hex. Any soldier or vehicle in the hex can receive the hit, including one that already has one or two face-down hit counters. A hit counter is placed in every hex where your units are overstacked, not just those hexes that became overstacked in the current phase. Overstacking Vehicles: If a hex contains vehicles from both sides, then an overstacking penalty applies to the player whose vehicle entered last. It also applies to a player who has two vehicles (or more than three units) in the hex, if those are separate players
That 9/10/2010 update was 4 pages worth of errata & clarifactions, I printed it off several years back & glad I did. I couldn't tell you where to find that update though. Anyone else?
Read the update about stacking. It has become very dangerous to overstack. As long as a hex is overstacked, the player that caused overstacking takes a hit EACH TURN it remains overstacked, the recipient of the hit is chosen by his opponent. Same hex vehicle Defensive Fire now makes a vehicle disrupted remain in the hex causing overstacked vehicles. It becomes trapped there & as long as it is the overstacker it continues to take hits...can be destroyed by penalty hits not attacks. Do Not Overstack, every unit can be caught & penalized harshly now. Happy Gaming!
I also found it interesting that you also have to pay close attention to how you move units during the movement phase. Out specifically says that you can only over stack by one DURING the movement phase and everything has to meet stacking limits by the end of your portion of the phase.
