For a carrier, I would think yes, but damage to the deck/major facilities...no. I know W@S abstracts carrier damage quite a bit, but are there currently any carriers with Damage Control? For an Auxillary crew, they may patch things up to stay afloat, but that speaks more towards a tenacity/determination type SA than Damage Control IMO.

So rather than figure by Hull point, we'll base cost on cost. The More I work with the numbers too, the more I think this should be a cruiser-only add-on.
Ok, so would carriers or Aux (or even BB's) become overpowered by this add-on cost amount?
Yorktown has DC so couldn't get it again...but Enterprise with DC would go up to 29. That's an expensive 3 cap. Though of course Enterprise is a good ship.
Shokaku would be 24 points is another comparison. Probably ok (actually still a bargain, Shokaku is very aggressively-costed).
Aux...Probably still best to leave the SA off of them.
BB's. My worry is the old-dread and pre-dreadnoughts in the mid 20's. OktRev has big limitations, but is well-costed at 24. Putting DC on at 28..... I think I'm maybe ok with that. Texas at 28 points....+5 goes to 33 for a 5th (maybe) hull point. That puts her in line with Repulse/Italian weak BB's/Kongos. Not bad.
Maybe like the CE card where USN/IJN gets an extra +1, BB's get an extra +1 to cost.
Should BB's above 30 points get the option for DC? I think yes, but it'd have to be EXPENSIVE. The 4 Hulls in the mid 30's aren't the issue. It's the 5 Hulls that now become 6 hull. Or worse 6 that become 7. 6 Hull Kongo is silly. 7 Hull Tsushima is ridiculous
Yeah, I was going to say...that doesn't sound right. There are also a healthy number of carriers (Essex/Illustrious) that have TD.
I'm wavering back to cruiser only SA. It simplifies things. Even the top-end expensive cruisers don't become OP with this at the price point they'd pay. Haguro to 21 for a 3.5 hull. Can still be sunk at 3 HP in one turn. VdT to 31 for a 4.5 hull. Alaska to 33...that's BB prices (Repulse) and the two are somewhat comparable in stats/survivability.
I don't mind it for the coastal BB's, but distinguishing where that line is. Better to just not cross it.
Really the SA is probably cost-prohibitive to those high-end CA's anyway unless you have a couple of points to burn. The sweet spot is probably the 12-18 point range where you can get a cruiser with good kit and pay a bit more to give it slightly better overall survivability. Aside from Baltimore or a lucky TP roll, one LLT will still kill all of those cruisers.

I think this SA seems more valuable than it really is. On a DD you're not very likely to be threatening many big ships anyway, so having the extra die to reroll isn't that big of a deal. On a BB you have SOO many dice to roll, fixing one could make a difference between a hit or a miss, but only just barely - and it's certainly not going to grant you the vital unless you already had a spectacular roll to begin with.
I think this one is pretty cut and dried: DD +1 point Cruiser/Carrier/Aux +2 points BB/Installation +3 points
I put the Carriers at the cruiser cost mainly because there are a few carriers (Graf Spee, Akagi, Kaga) that have actually decent size mains, but also it's not really a carrier SA. I have the Aux there as well because there are few Auxillary ships with decent gunnery or where the boost in gunnery could make a LARGE difference on their performance (KM raiders for example)
