I see Niobe being proposed by several people. This "ship" has been nominated almost every deck. Folks, it was a rusting, floating barge tethered to the dock after the Germans took it over. It's engines were inoperable except to provide electrical power. And it's AA value works out to about an AA 4 or 5. Yes, it put up a good fight (when it was ultimately sunk in place.) The teams looked at it before and it would have to be classified as a light AA Installation. it would have very little value as a game unit.
I've found little documentation on the C5A3 but I bet heavygear has some. Wouldn't it be too close to already done St Louis to have a game interest? I also had Jeanne d'Arc (correct spelling for Joan of Arc) in mind, for its role in gold transport to the West Indies.
In addition, I don't remember if already included - I've lost the track of decks from not playing - De Grasse could be an interesting inclusion. It was a project light cruiser, seized by germans (fantasy completed as a light CV) and finally completed way after war as a light AA cruiser (~Atlanta?)

I confirm the most interseting is De Grasse class, I have all needed data on De Grasse 1936, 1938 or 1942 versions
As for C5 , Saint Louis Class was the selected version of all C5 projects done, so I see litlle profit to do either C5-A3 or C5-SA1 which are very similar to her but 5000 tons lighter
