This page has the card images, a link to a database, and a link to a pdf of the card faces. That’s the only way to get them I know of, you won’t find very many cards without the minis on principle, but there is also a card exchange.

My bad. I didn't catch that you were talking about the original WotC cards. I have seen just cards available on eBay on a few occasions, but it is fairly rare. The cards came one-on-one with the matching miniature. They were not sold separately. I suspect when the cards are put up for sale it is because the owner is using the miniatures for a different game and doesn't want the cards.

Thanks for the fantastic work on these expansion decks. I just ordered 3 decks for me and 2 other players here in Texas. Action Stations looks really interesting to make historical scenarios.
