This is a custom card being designed for my Strike North Campaign Scenario which I will be GMing during the upcoming MaizeCon in Waterloo, IA happening in October 2018. There are plenty of card designs already out there by such esteemed individuals as Sharpe, Thor711 and ObstbfEgon. I'm using them as starting points for my own versions. Some have been left entirely intact and others I have modified to my own purposes.
Looking for feedback. What do you think? Is it balanced in terms of cost? Any concerns or questions?

Chasseurs Alpins Officer Nationality: France Soldier - Commander
Mountaineering - This unit gets +1 on movement rolls.
Ski Capable - In your movement phase, this unit gets +1 speed if the first hex it enters is a snow hex. A successful movement roll is required. (SA reworded)

In 1940 the French Army deployed the 5e & 27e Chasseurs Alpins demi-brigades to Norway. (updated)
If he is ski capable, how about giving him "ski Tally-ho" to his soldiers in the snow. Would this help your scenario?
The Ski Capable SA is already given to the Chasseurs Alpins troops, so he doesn't need to have ski tally-ho. I don't think he should be able to give regular French troops the ability to ski. The idea is that you have the training to ski if you have that special ability. You don't say "Here are some skis, put them on and let's go men!!" From what I have read so far, there were only so many sets of skis to go around for the troops on both sides. So they were limited to those troops who could best use them.
